The Collapse of the 28-Point Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the tension triggered by the introduction of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been defused. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its countermove: an extensive attack of aerial bombardment on Kyiv.

The Pattern of Diplomacy and Destruction

The chain of contrasting events captured the bleak nature of the current period. By day, political struggles are fought: optimistic declarations are released from various governments. Significant resources is allocated on managing specific proposals. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the primary tool for achieving "peace".

Nocturnal Warfare

As Russia's attack developed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was exposed. Ukraine is equipped to monitor missile launches from enemy soil, a capacity enabled by up-to-date information. From witness perspectives, Ukrainian air force fighter jets that had been deployed to engage hostile guided weapons roared overhead – modern combat jets delivered to Ukraine by NATO members.

Moments later, Kyiv's missile defense engaged: multiple launches deployed against a hostile projectile. This was a advanced protection mechanism at work, probably delivered by allied countries. Every deployment shakes the surroundings, causing tremors. The moment of terror quickly becomes grim resignation: possibly the hostile projectile won't hit its mark this time, protecting urban areas from ruin and another blackout.

Continuous Dangers

Not long after, a large-caliber weapon engaged a unmanned aircraft somewhere nearby, part of a rapid response unit – probably Western-made equipment. Regrettably, the shots failed to hit the hostile drone – it maintained course toward its destination.

Intermittently, this persisted until dawn. Kyiv greeted the daybreak reports: seven people killed, damage and utility failures in multiple buildings as a result of the nocturnal offensive. As always, everyone still went about their day – experiencing conflict. But those full day encapsulated Ukraine's vital need on external assistance – a reliance that neighboring countries are demonstrably unable to fill in the short term.

Ineffective Peace Efforts

The detailed framework from American leadership sparked intense emotion, controversy and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after prior negotiation attempts and multilateral gatherings.

Every new proposal from American administration adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They stabilise the situation but never actually achieve victory. This cycle will, no doubt, endure.

Political Considerations

It is tempting to accuse specific actors of persistently promoting Moscow's conditions. But that does not seem to be the whole story. Washington operates on a principle familiar among seasoned negotiators: you cannot win at the negotiating table what you have lost on the battlefield. The White House believes that it is unrealistic to pressure the Kremlin to relinquish the land that it already controls in Ukraine's occupied territories.

The problem is that while acknowledging this situation, US leadership does nothing to discourage Russia, through words or deeds, from thinking that the current condition will not shift further in its advantage in the near future.

Conflicting Perspectives

Therefore, Russian leadership is certain that duration works to their advantage – that Ukraine and its partners are nearing depletion. Their motivation to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be multiple initiatives to stop fighting, but they will persist as long as Russia's government remains completely certain in the conclusion.

On the contrary, Kyiv believes that Ukraine can still endure, slowly losing civilians and areas but avoiding a entire defensive failure until circumstances change in its favour.

Present Conditions

Realistically, there are no genuine requirements for a truce. Now, subjective factors are coming into play: political desires to negotiate peace and achieve global acclaim, and the government's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the national cause against any proposal Kyiv finds unacceptable, so that their focus does not move to domestic problems. And although their mission will now be considerably more difficult after latest incidents, it remains highly unlikely that this will alter their fundamental strategy.

These two forces are driving the talks.

Summary and Prospects

It took a only one week to terminate the 28 points of the latest plan. Assertive and inconsistent approach of the matter by American leadership, resistance by Ukraine and the other European countries, along with calming attempts of diplomats, and finally, recent disclosures, all achieved their purpose.

While new initiatives based on established approaches are approaching, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate specific hesitation to modify developments, if they remain united and enhance their military capacity at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the predictable period, primarily depend on continued Western support.
